Double pet stroller

Our pet stoller post has generated quite an interesting debate and I now stand corrected. Ok, I can see the value of these strollers if you have an ailing pet who can't walk great distances without pain or trouble. I guess pets need fresh air too (I have an indoor cat that has no interest in going outside - a true domestic city cat - so I guess it never occured to me.) So for multiple pet owners, I now present to you, the double pet stroller.

Shouldn't the heaviest animal be on the bottom, so it's not top-heavy, or is there some feature to prevent rollovers that is not obvious in the photo? Are their seatbelts, for the jurisdictions which require them?
